Miller Multi-Level Package Selector

After developing the package selector, a solution was needed for multiple tiers of packages. I refined the original package selector code I developed to add the ability to generate two rows of options. Still fully editable in Contribute with the benefits of repeating regions, and the person editing the page can easily convert any package selector from single-level to multi-level and/or back.
